Following the publication of Law 9/2013 of July 4, which amends Law 16/1987 of July 30, on Land Transport Regulation, and Law 21/2003 of July 7, on Air Safety.

The sanction scale has been updated as follows:
- The fines for very serious offenses, which may result in loss of trustworthiness for the transport manager, have increased from €2,001 to €4,001.
- The fines for serious offenses have decreased from €1,001 to €801.
- The fines for minor offenses have increased from €201 to €301.
- There is a new sanction: «Failure of safety advisors to comply with the obligations attributed to them by their specific regulations.»
The sanctions for stowage in the Land Transport Regulation (LOTT) have been removed:
- ED01.01: Carrying out loading, stowage, unstowage, or unloading operations by the driver himself, in violation of the limitations, if any, that are applicable.
- GE02.01: Failure to comply with the isolation, stowage, protection, or segregation conditions of the cargo as established by regulations.
Only traffic sanctions imposed by the Road Safety Law remain:
- Article 65.4 LSV: It is considered a serious offense, when not constituting a crime, to drive vehicles with improperly secured cargo or with a risk of falling. (http://www.dgt.es/was6/portal/contenidos/documentos/normas_legislacion/ley_trafico/leytrafico002.pdf)
