1.4 Vehicles for the transport of dangerous goods.
1.4.1 Restriction due to the calendar. Vehicles for the transport of dangerous goods affected by these restrictions are vehicles and combinations of vehicles with any Maximum Authorized Mass (MMA) or Maximum Gross Mass (MMC), respectively, which must display regulatory orange danger warning panels, so they cannot circulate on interurban public roads in Catalonia on the dates, times, and road sections indicated in annexes B1 and B2 of this Resolution and also, in general:
On all roads in Catalonia:
Sundays and holidays from 8 am to 12 midnight.
Eves of holidays (not Saturday) from 5 pm to 12 midnight.
In the case of two consecutive non-working days: from 8 am to 2 pm on the first Sunday or holiday and from 8 am to 12 midnight on the second Sunday or holiday.
And if it is the case of three consecutive non-working days: from 8 am to 2 pm on the first two Sundays or holidays and from 8 am to 12 midnight on the third Sunday or holiday.
On the C-16 road, Cadí tunnel, between PK 117 in Bagà and PK 131 in Urús, and on the N-230 road, Vielha tunnel, between PK 151 and PK 155, both in Vielha and Mijaran:
Fridays from 2 pm to Sundays at 12 midnight.
Eves of holidays (not Saturday) from 2 pm to 12 midnight.
Holidays from 12 midnight to 12 midnight.
Additionally, in the event that the vehicle or combination of vehicles carrying dangerous goods, with an orange panel, exceeds 7,500 kg of MMA or MMC respectively, they must adhere to the restrictions established in section 1.1 of this Resolution.
Vehicles transporting dangerous goods under the terms and conditions determined by section 1 of annex D and, if applicable, its section 2 are exempt from the restrictions established in this section.
1.4.2 Restriction due to itinerary.
In accordance with what is provided in article 5.2 of Royal Decree 551/2006, of May 5, mentioned, the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), and the best traffic conditions on the road network, the mandatory itineraries to be followed by vehicles for the transport of dangerous goods are determined, which constitute the RIMP network (Network of Dangerous Goods Itineraries), described in annex C.
Outside the RIMP network, the circulation of dangerous goods will always be conditioned not only by the tunnels of the Catalan road network with the R-108 signal prohibiting the circulation of dangerous goods but also by the most suitable itinerary based on the destination or distribution.
To leave the RIMP network or approach it, specific routes for the circulation of dangerous goods are defined. These routes are composed of a set of roads where this use is admitted for reasons of the destination or origin of the dangerous goods. In the absence of the RIMP network, its use is mandatory depending on the origin or destination documented for the dangerous goods.
As a general rule, the circulation of vehicles destined for the transport of dangerous goods on roads other than those mentioned requires that the itinerary passes through the one with the least fixed population (towns, public centers…) or itinerant (traffic intensity, concentrations…). The minimum distance possible will also be covered outside highways, expressways, or dual carriageways, following this order of priority, up to the delivery point of the goods, with the aim of ensuring that the route on single-carriageway roads with two-way traffic is as short as possible. Circumventions, variants, or outer rounds to population centers will be used invariably when available, and entry into urban areas will only be permitted for loading and unloading operations, always through the nearest access point to the delivery point from the mentioned itineraries or the RIMP.
These application criteria can be consulted for an available itinerary that is exact or very similar on the website of the Catalan Traffic Service, www.gencat.cat/transit. After a reasonable testing period, these specific itineraries may become mandatory if determined by a modification of this Resolution.
Specific exemptions from restrictions on the transport of dangerous goods.
None of these specific exemptions from circulation restrictions, by reason of calendar or itinerary, allows for the circulation of dangerous goods in restricted tunnels according to their vertical access signaling.
a) Due
to the calendar: None.
b) By itinerary:
- In accordance with article 5.4 of Royal Decree 551/2006, of May 5, the vehicles listed in annex D of this Resolution are exempt from the restrictions set out in section 1.4.1 when carrying dangerous goods under the conditions determined by said annex. This exemption will be limited to the days and times indicated in annex B2.
- Additionally, according to section 3 of annex D, vehicles transporting dangerous goods under the conditions established by said annex and exceeding 7,500 kg of MMA or MMC will not be subject to the restrictions provided for in section 1.4.1 when they are not affected by the restrictions established in section 1.1.
Annex C
Itineraries for the circulation of vehicles or combinations of vehicles carrying dangerous goods under ADR regulations (orange panels).

As derived from this RIMP, the circulation of vehicles carrying dangerous goods between the Tarragona region and Les Terres de l’Ebre and the Lleida region can only be done via AP-2 and AP-7. Between the central Pyrenees and the Coastal Range, only C-16 is permitted, between the east and west via C-25, and between the north and south via AP-7.
- Specific Mandatory Routes, depending on the origin or destination of the ADR vehicle (see attached maps):
- Between AP-7 and Flix or Ascó: via C-44 and C-12
- Between AP-2 and Flix or Ascó: via C-12
- Between the Barcelona region and the Lleida region, including: via A-2, avoiding the Bruc tunnel via N-IIz, Coll del Bruc. However, transit traffic with destinations or origins beyond these two regions must go via AP-7 and AP-2, and from there to the eastern industrial estates of Lleida («Els Frares» and «El Segre») via LL-12 and C-13.
- Restricted Itineraries in Camp de Tarragona for the circulation of vehicles under ADR regulations, except as provided for exceptions in this Resolution, and regardless of whether they have vertical prohibition signage. The circulation of vehicles under ADR regulations on these roads is only possible, exceptionally for distribution or delivery reasons, following the most suitable itinerary according to the criteria in section 1.4 of this Resolution.

Group IV
Other itineraries.
A- From the seaport to the refinery area and vice versa: directly via the A-27 highway (formerly known as N-241).
B- From the refinery area to the AP-7 highway and vice versa: directly via the A-27 highway (formerly known as N-241) to access 33 of the AP-7 highway.
C- Transport to Valls – Montblanc. Transport originating/destined for the various chemical industrial estates of Tarragona and destined/originating solely for facilities located in the town of Valls, urban area, industrial estate, and surrounding areas, may travel on the N-240 road. For this purpose, interested transporters will have an exemption from these restrictions under the conditions established in section 2.2 of this resolution. This exemption will only allow the circulation of vehicles on the specifically mentioned roads, despite any existing vertical signage, if applicable, while all other applicable restrictions remain in effect, both from the annual resolution and any other regulations.
D- Transport to industries with access via the C-14 (Reus – Montblanc section). Transport destined solely to facilities with access via the C-14 road between Reus and Montblanc may travel on this road, either accessing from the AP-2 highway at Montblanc junctions, or from any other origin near Tarragona according to the previously mentioned itineraries. For this purpose, interested transporters will have an exemption from these restrictions under the conditions established in section 2.2 of this resolution. This exemption will only allow the circulation of vehicles on the specifically mentioned roads, despite any existing vertical signage, if applicable, while all other applicable restrictions remain in effect, both from the annual resolution and any other regulations.
E- Transport originating from CLH. Access to CLH will be via the A-27 highway (formerly known as N-241).
F- Transport traveling on the TV-7223 road. Transport originating/destined for the paper recovery plant located on the TV-7223 road, near Vilallonga del Camp, will always travel on the C-14 and TV-7223 roads. For this purpose, transporters interested in traveling on the C-14 must have an exemption from these restrictions under the conditions established in section 2.2 of this resolution. This exemption will only allow the circulation of vehicles on the specifically mentioned roads, despite any existing vertical signage, if applicable, while all other applicable restrictions remain in effect, both from the annual resolution and any other regulations.
G- Transport to industries located in Flix. Vehicles with ADR regulations originating from or destined for Flix may travel on the A-7 highway between L’Hospitalet de l’Infant and Salou (junction 35 of the AP-7). For this purpose, transporters interested in traveling on the A-7 will have an exemption from these restrictions under the conditions established in section 2.2 of this resolution. This exemption will only allow the circulation of vehicles on the specifically mentioned roads, despite any existing vertical signage, if applicable, while all other applicable restrictions remain in effect, both from the annual resolution and any other regulations.
I- In some itineraries, changes of direction are necessary. In the case of accesses to companies located on the C-31B road, these changes of direction will only be made at the roundabout with Els Prats road and at the roundabout linking to the Integrated Education Center (formerly Labor University). In the case of companies located on the N-340 road, changes of direction will be made at the roundabout linking to the A-7 highway and at the roundabout linking to the access to the Bonavista neighborhood.
Annex D
Exemptions from restrictions on the circulation of vehicles or vehicle combinations dedicated to the transport of dangerous goods, due to calendar reasons.
-1 Vehicles transporting the following goods are permanently exempt from restriction due to calendar reasons:
Goods: liquefied domestic gases bottled or in bulk, either for transport to distribution points or for delivery to consumers.
Transport conditions: those established by ADR for each type of product.
Goods: materials destined to supply service stations, fuels destined for ports and airports for supplying ships and aircraft, diesel for rail transport, and heating diesel for domestic use.
Transport conditions: those established by ADR for each type of product.
Goods: gases necessary for the operation of healthcare centers, as well as gases transported to individuals for home healthcare, provided that it is verified that the transport is for this purpose.
Transport conditions: those established by ADR for each type of product.
-2 Vehicles transporting the following material are exempt from restriction due to calendar reasons, through the procedure established in section 2.2:
Goods: products essential for the continuous operation of industrial centers.
Transport conditions: those established by ADR for each type of product.
Goods: products originating from or destined for healthcare centers not included in section 1.
Transport conditions: those established by ADR for each type of product.
Goods: transport of dangerous goods to ports and airports, provided they have to travel on the dates subject to restriction.
Transport conditions: those established by ADR for each type of product.
Goods: pyrotechnic materials.
Transport conditions: those established by authorization.
Goods: other materials that, due to exceptional circumstances, need to be transported.
