Publication and official access

GHS provides a framework for chemical hazard classification and communication, including labels and safety data sheets. Its practical legal effect depends on the legislation that implements it in the relevant jurisdiction.
Selected changes in Revision 11
UNECE highlights changes concerning aerosols and chemicals under pressure, non-animal approaches to skin sensitisation, and substances and mixtures contributing to global warming. It also identifies further work on precautionary statements and guidance on simple asphyxiants. These changes concern different chapters and should be assessed against the products and tasks involved.

GHS and EU CLP are related, but have different roles
For products placed on the EU market, including Spain, the relevant legal framework includes the CLP Regulation (EC) No 1272/2008. ECHA explains that CLP is based on GHS and is directly applicable and binding in the EU, subject to its scope and exclusions. See ECHA: understanding CLP.
Do not use the publication date of GHS Revision 11 as an instruction to change every EU label immediately. Check the applicable CLP text, amendments and transition dates for the product concerned. A supplier’s obligations also depend on its role in the supply chain.
Keep the transport assessment separate
A chemical supply label is not, by itself, a complete transport assessment. For a maritime shipment, the IMDG Code provides the transport framework for packaged dangerous goods. Identify the transport mode and applicable provisions before deciding the description, package marks and documents for a consignment.
When asking DGSA for support, provide the product identity, safety data sheet, intended market, your role and the transport route. This helps distinguish a classification or communication question from a transport-documentation question.
