RIMP 2014.- Traffic restrictions DGT 2014

B.2. Dangerous Goods:

B.2.1 Vehicles that must display the orange hazard warning panels as required by the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), on Sundays and national public holidays (holidays in all Autonomous Communities) and regional public holidays, from eight to twenty-four hours within the corresponding jurisdiction – national or Autonomous Community -, and on the eves, not Saturdays, of national public holidays, from thirteen to twenty-four hours (this last restriction includes Wednesday, April 16, the eve of Thursday, April 17, in Autonomous Communities where this day is a holiday), as well as on the days and hours indicated in Annex VI.

In the event of several consecutive public holidays, including Sundays, within the corresponding territorial scope, the restrictions will only apply on the first of them from eight to fifteen hours, and on the last one corresponding to Sunday or a public holiday, leaving the rest of the public holidays unrestricted.

All of this without prejudice to the temporary restrictions that may be imposed due to local holidays.

B.2.2 In accordance with Article 5 of Royal Decree 551/2006, of May 5, regulating the transport operations of dangerous goods by road in Spanish territory, the itineraries to be used by vehicles for the transport of dangerous goods shall be:

a) In distribution and delivery trips: Trips whose purpose is the distribution and delivery of dangerous goods to their final recipients or consumers shall use the most suitable itinerary, both in terms of road safety and traffic flow, covering the shortest distance possible along conventional roads, to the point of delivery of the goods. Bypasses, variants, or outer ring roads of population centers, if any, must be used unconditionally, and if there is more than one, the outermost one of the population center shall be used, only entering the urban area to carry out loading and unloading operations, and always using the nearest access to the point of delivery except for justified reasons of force majeure.

b) In other types of trips: If the origin and destination points of the trip are included within the RIMP – Network of Itineraries for Dangerous Goods – listed in Annex IV of this Resolution, vehicles transporting them must use them obligatorily on their route. If one of these points, or both, is outside the RIMP, the trips must be made on those conventional roads that allow access to said Network by the nearest entrance or exit in the direction of travel, in order to ensure that the journey on single carriageway roads is as short as possible.

Transiting on roads other than those indicated here will require that the itinerary does not pass through or does so through the least dangerous urban areas – according to the intensity, classification, and distribution of traffic, the size of the urban center, urban configuration, and layout and regulation of the roads – and also, prior communication with, at least, twenty-four hours in advance, to the Traffic Group Subsector of the Civil Guard of the corresponding province, who will confirm, if applicable, the use of the new route.

Likewise, leaving the RIMP will be allowed for those trips whose destination or origin is the driver’s usual residence, to make daily or weekly breaks, or for vehicle repair or maintenance operations, provided that in any case the parking conditions specified in the ADR are met.

c) The provisions of the preceding paragraphs shall not apply when the transport of such goods is carried out in accordance with any of the exemptions provided for in the ADR due to the nature, quantity, or type of transport.

B.2.3 Vehicles transporting the materials referred to in Annex III of this Resolution, under the conditions specified therein, are exempt from the prohibitions established in sections B.2.1 and B.2.2.

B.2.4 The circulation of vehicles covered in this section B.2 on the sections included in Annex V of this Resolution may only take place on the days and time periods indicated therein.

B.3 Vehicles requiring additional circulation authorization due to their technical characteristics or due to the indivisible load carried, exceeding the maximum masses or dimensions allowed.

They may not circulate from one o’clock on Saturday or the eve of a national holiday until two o’clock on Monday or the immediate following day after this holiday, as well as on the holidays corresponding to the Autonomous Communities and within their territorial scope, from midnight until two o’clock on the immediate following day after these holidays. Nor may they circulate on the days and hours indicated in Annexes II and VI of this Resolution.

This restriction shall not apply to vehicles that, due to their urgent use in firefighting, environmental protection, maintenance of road conditions, and saving human lives, which necessarily need to circulate during the restricted hours mentioned. To this end, the Ministries of Agriculture, Food and Environment, and Public Works, and the corresponding Regional Departments of the Autonomous Communities shall inform the Autonomous Central Traffic Headquarters or the Traffic Management Center of the affected area of the vehicles and characteristics of the special transport, as well as the itinerary they will follow from origin to destination.

This section B.3 also applies to special vehicles that, although not engaged in the transport of goods, require additional circulation authorization for their circulation.

Special transport vehicles provided with a general category supplementary circulation authorization traveling empty shall not be allowed to circulate on the roads under the surveillance of the Autonomous Central Traffic Headquarters, on the sections and during the days and hours indicated in Annex II of this Resolution.
