The Catalan Traffic Service, an autonomous administrative body established by Law 14/1997, of December 24, and attached to the Department of the Interior, in accordance with Article 1.2 of Decree 320/2011, of April 19, restructuring the Department of the Interior, is entrusted, jointly with other bodies of the Department, with the functions of managing and controlling traffic on interurban roads and in urban areas or crossings affecting interurban traffic circulation, as well as adopting the necessary measures to ensure road safety, mobility, and traffic flow on roads.
In accordance with the provisions of Article 16 of the Consolidated Text of the Law on Traffic, Motor Vehicle Circulation, and Road Safety, approved by Royal Legislative Decree 339/1990, of March 2, and Articles 37 and 39 of the General Traffic Regulations, approved by Royal Decree 1428/2003, of November 21, the establishment of temporary or permanent restrictions on the circulation of vehicles on certain routes of interurban roads and even urban roads or crossings, which affect certain vehicles both due to their technical characteristics and their load, are dictated with the purpose, on the one hand, of guaranteeing the mobility of users and the flow of the road network, and on the other hand, of improving road safety for all road users, both in ordinary circumstances and on festive occasions, holiday periods, mass movements of vehicles, or other circumstances that may affect traffic conditions.
Following the review of the corresponding text and annexes of the restrictions on circulation during the year 2013 currently in force, and in accordance with the mandatory hearing with the main stakeholders affected by these restrictions, the partial modification of Resolution INT/2955/2012, of December 21, establishing restrictions on circulation during the year 2013 (Official Gazette of Catalonia No. 6287, dated January 7, 2013), is agreed upon.
Therefore, in accordance with the provisions of Article 5, subsections m) and n) as amended by Law 25/2009, of December 22, and Article 16 of the Consolidated Text of the Law on Traffic, Motor Vehicle Circulation, and Road Safety, approved by Royal Legislative Decree 339/1990, of March 2; Articles 37 and 39 of the General Traffic Regulations, approved by Royal Decree 1428/2003, of November 21, and Article 2 of Law 14/1997, of December 24, creating the Catalan Traffic Service; exercising the powers conferred upon me by Article 4.c) of Resolution INT/741/2011, of March 17, delegating powers of the Minister of the Interior to various bodies of the Department, I hereby resolve:
- Partially modify the restrictions on circulation established in Resolution INT/2955/2012, of December 21, establishing restrictions on circulation during the year 2013, so that its Annex C, concerning the suitable itineraries for the circulation of vehicles or combinations of vehicles transporting dangerous goods (under ADR regulations), is entirely replaced by the annex to this Resolution.
- This Resolution shall enter into force eight days after its publication and shall be valid until the entry into force of the resolution of corresponding restrictions for the year 2014.
