Procedure for obtaining approval for the air transport of dangerous goods according to OPS 1 and JAR OPS 3.

The Initial Approval Issuance Procedure for the air transport of dangerous goods for commercial air transport operators OPS 1 and JAR OPS 3 shall commence with the operator’s application using the F-DSM-MMPP-01 Application Form, which must be accompanied by the following requirements:

Operational Requirements F-DSM-MMPP-14. Operations Manual modified to incorporate the operations of Dangerous Goods Transportation by air. Any documentation owned by the operator containing the compliance procedures required in F-DSM-MMPP-14 that do not need to be included in the Operations Manual. Personnel training: within the current regulations governing the requirements for the air transportation of Dangerous Goods, the training requirements for personnel involved in the transportation of Dangerous Goods are contained in the Technical Instructions for the Safe Transport of Dangerous Goods by Air Doc. 9284 from ICAO. The following is considered acceptable: Approval of the training program on the safe transport of dangerous goods for operations personnel based on the duties to be performed, or Contract with an organization approved by the SCEEAA to receive general training on Dangerous Goods Transportation. In this case, the operator must provide the training program and specific training on its procedures. Radiological protection plan based on the guide from the Nuclear Safety Council «CSN» or any other acceptable document and additional documents outlining procedures for the transportation of radioactive material (Class 7) if its transportation is requested.


Procedure for processing exemptions and waivers for the transportation of special or non-permitted Dangerous Goods The ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air DOC. 9284, regarding prohibited Dangerous Goods, establish that:

«In cases of extreme urgency, or when other modes of transport are not appropriate, or when compliance with all required conditions is contrary to the public interest, the interested States may waive compliance with the provisions of the Instructions, provided that in such cases everything necessary is done to achieve a general level of safety in transport that is equivalent to the level of safety envisaged in these Instructions. The interested States are: the State of origin, the transit States, the overflight States, the destination State of the shipment, and the State of the operator.»

To request a waiver, the operator must address the request to:

The request must include all information related to the transport:

shipper’s declaration. compliance mode with an equivalent safety level. approvals from other interested States. justification by the shipper of the need to ship the goods by air. AESA will grant the waiver if it considers that an equivalent level of safety to that established in the TI for the safe transport of dangerous goods by air is met, and if it also determines that:
