
Geneva, 17 September 2025 — The United Nations Economic Commission for Europe (UNECE) has officially released the 11th revised edition of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS Rev. 11, 2025). The new version incorporates reforms approved at the twelfth session of the Committee of Experts on the Transport of Dangerous Goods and on the GHS, held on 6 December 2024.

Main changes
- Clearer provisions for classification criteria of aerosols and pressurized substances.
- New guidance for classifying skin sensitization using non-animal methods, aligning with global regulatory and ethical trends in toxicology.
- Introduction of a new hazard class for substances and mixtures contributing to global warming, reflecting international concern on climate change impacts.
- Streamlining of precautionary statements, aimed at improving clarity for users and simplifying compliance for manufacturers and labelers.
- A new section in Annex 11 for the identification of simple asphyxiants, with specific guidance for substances that may cause oxygen deprivation hazards.
