Multilateral Agreement RID 3/2011 under Section 1.5.1 of the International Regulations for the Transport of Dangerous Goods by Rail (RID) (published in the «Official State Bulletin» number 59, dated March 9, 2007), concerning the transport of chemicals under pressure, made in Madrid on August 31, 2011.

Under Section 1.5.1 of the RID concerning the transport of chemicals under pressure:
(1) As an exception to the provisions of Chapter 3.2 and Section 4.1.4.1 of the RID, chemicals packaged under pressure (liquid, paste, or powder with a propellant that meets the gas definition of Chapter 2.2.2.1.1 and 2.2.2.1.2 No. 1 and 2) and that do not meet the definition of aerosol, may be transported provided they meet the following requirements:

(3) Chemicals under pressure shall be assigned to these UN numbers, subject to the following requirements:
a) The chemical under pressure shall be classified according to the risk properties in the different states of:
- The propellant;
- The liquid; or
- The solid.
If one of these components, which may be a pure substance or a mixture, has to be classified as flammable, the chemical substance under pressure shall be classified as flammable gas. Flammable components are flammable liquids and mixtures of liquids, flammable solids and mixtures of solids, or flammable gases and mixtures of gases that meet the following criteria:
(i) A flammable liquid is a liquid with a flash point not exceeding 93 °C;
(ii) A flammable solid is a solid that meets the criteria of 2.2.41.1.3 to 2.2.41.1.8;
(iii) Flammable gas is a gas that meets the criteria for flammable gases of 2.2.2.1.1.5;
b) Toxic gases and gases with a subsidiary risk of Division 5.1 shall not be used as a propellant in a chemical under pressure.
c) When liquid or solid components are classified as dangerous goods of Class 6.1, Packing Group II or III, or Class 8, Packing Group II or III, the chemical under pressure shall be assigned to a subsidiary risk of Class 6.1 or Class 8 and the appropriate UN number. Components classified in Class 6.1, Packing Group I, or Class 8, Packing Group I, may not be used for transport under this official transport designation.
d) Additionally, chemicals under pressure with components that meet the properties of Class 1, explosives; Class 3, desensitized liquid explosives; Class 4.1, desensitized solid
explosives; Class 4.2, substances liable to spontaneous combustion; Class 4.3, substances that, in contact with water, emit flammable gases; Class 5.1 oxidizing substances; Class 5.2, organic peroxides; Class 6.2 infectious substances; or Class 7, radioactive material, shall not be used for transport under this official transport designation.
e) Substances assigned special packing provisions PP86 or TP7 and which, therefore, require air to be removed from the vapor space, shall not be used for transport under this UN number but shall be transported in accordance with their respective UN numbers, as indicated in Table A of the list of dangerous goods in Chapter 3.2.
(4) They shall be packed in accordance with the following packing instruction:

This instruction applies to UN Nos. 3500, 3501, 3502, 3503, 3504, and 3505.
Unless otherwise specified in the RID, pressure receptacles and drums meeting the applicable requirements of Chapter 6.2 of the RID are authorized.
(1) Special packing provisions 4.1.6.1, 4.1.6.2, and 4.1.6.4 to 4.1.6.13 shall be complied with.
(2) The minimum frequency of tests for periodic inspections shall be five years.
(3) Pressure receptacles and drums shall be filled in such a way that at 50 °C the non-gaseous phase does not exceed 95% of its water capacity and that at 60 °C they are not completely filled. When filled, the internal pressure at 65 °C shall not exceed the test pressure of the pressure receptacles and drums. Vapor pressures and volumetric expansion of all substances contained in pressure receptacles and drums shall be taken into account.
(4) The minimum test pressure shall be adjusted as indicated in packing instruction P200 for the propellant but shall not be less than 20 bar.
Additional requirement:
Pressure receptacles and drums shall not be presented for transport connected to a spraying device such as an assembled hose and spray head.
Special packing provisions:

In the case of UN Nos. 3501, 3502, 3503, 3504, and 3505, notwithstanding the provisions of 4.1.6.9 (b), non-refillable receptacles used may have a water capacity, expressed in liters, not exceeding 1,000 liters, divided by the test pressure, expressed in bars, provided that the specified capacity and pressure restrictions comply with ISO 11118:1999, which limits the maximum capacity to 50 liters.
(5) In addition to this prescribed information, the shipper shall indicate on the consignment note: «Transport agreed according to Section 1.5.1. of the RID (RID 3/2011).»
(6) This agreement shall be valid until December 31, 2012, for transport in the territories of those States of the RID that adhere to this agreement. If revoked earlier by one of the signatories, it shall remain valid until the aforementioned date only for transport in the territories of those States of the RID that have not revoked it.
