B.2. Hazardous Goods:

B.2.1 Vehicles that must display the orange danger warning panels in accordance with the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), on Sundays and public holidays within the corresponding territorial scope –national or Autonomous Community–, from eight to twenty-four hours, and on the eve, not Saturdays, of these holidays, from thirteen to twenty-four hours, as well as on the days and hours indicated in Annex VI.

If several consecutive public holidays, including Sundays, coincide within the corresponding territorial scope, the restrictions will apply only on the first of them from eight to fifteen hours, and on the last one corresponding to Sunday or a holiday, with the rest of the holidays exempt from restrictions.

All this without prejudice to the temporary restrictions that may be imposed on local holidays.

B.2.2 In accordance with Article 5 of Royal Decree 551/2006, of May 5, which regulates the transport operations of dangerous goods by road in Spanish territory, the itineraries to be used by vehicles for the transport of dangerous goods shall be:

For distribution and delivery trips: The trips whose purpose is the distribution and delivery of the dangerous goods to their final recipients or consumers shall use the most suitable itinerary, both in terms of road safety and traffic flow, covering the shortest distance possible along conventional roads, to the point of delivery of the goods. Bypasses, variants, or outer loops around population centers must be used unconditionally, and if there is more than one, the outermost one shall be used, only entering the urban area to carry out loading and unloading operations, and always using the access closest to the point of delivery unless justified by force majeure.

For other types of trips: If the points of origin and destination of the trip are included within the RIMP –Network of Itineraries for Dangerous Goods– listed in Annex IV of this Resolution, vehicles transporting them must use them obligatorily on their route. If one or both of these points are outside the RIMP, the trips must be made on conventional roads that allow access to said Network by the nearest entry or exit in the direction of travel, in order to ensure that the route on single carriageway roads is as short as possible.

Transit on roads other than those indicated here shall require that the itinerary does not pass through or only passes through the least hazardous crossings, –in accordance with the intensity, classification, and distribution of traffic, the size of the urban center, urban configuration, and layout and regulation of the crossings–, and furthermore, prior notification shall be made at least twenty-four hours in advance to the Subsector of the Traffic Group of the Civil Guard of the corresponding province, who will confirm, if necessary, the use of the new route.

Likewise, vehicles may leave the RIMP in those trips whose destination or origin is the driver’s habitual residence –to take daily or weekly breaks– or for vehicle repair or maintenance operations, provided that parking conditions specified in the ADR are met in all cases.

The provisions of the preceding paragraphs shall not apply when the transport of such goods is carried out in accordance with any of the exemptions provided for in the ADR due to the nature, quantity, or type of transport.

B.2.3 Vehicles transporting the materials referred to in Annex III of this Resolution are exempt from the prohibitions established in sections B.2.1 and B.2.2, under the conditions specified therein.

B.2.4 The circulation of vehicles covered in this section B.2 on the sections included in Annex V of this Resolution may only be carried out on the days and time periods indicated therein.

B.3. Vehicles Requiring Additional Circulation Authorization

These vehicles may not circulate from one o’clock on Saturday or the eve of a national holiday until two o’clock on Monday or the immediate following day after this holiday, as well as on the holidays corresponding to the Autonomous Communities and within their territorial scope, from midnight until two o’clock on the immediate following day after these holidays. Nor may they circulate on the days and hours indicated in Annexes II and VI of this Resolution.

This restriction shall not apply to vehicles that, due to their urgent use in firefighting, environmental protection, maintenance of road conditions, and saving human lives and that must necessarily circulate during the restricted hours mentioned. For this purpose, the Ministries of Agriculture, Food and Environment, and of Public Works, and the corresponding Departments of the Autonomous Communities shall communicate to the Autonomous Body Central Traffic Headquarters or the Traffic Management Center of the affected area, the vehicles and characteristics of the special transport, as well as the itinerary to be followed from their origin to the destination.

This section B.3 also applies to special vehicles that, although not engaged in the transport of goods, require additional circulation authorization for their circulation.

Special transport vehicles with a generic category additional circulation authorization traveling empty may not circulate on the roads under the surveillance of the Autonomous Body Central Traffic Headquarters, on the sections and during the days and hours indicated in Annex II of this Resolution.


ANNEX III HAZARDOUS MATERIALS

a) Materials Permanently Exempt

Materials Conditions of Transport
-Gases liquefied for domestic use, bottled or in bulk,

either for transport to distribution points or for delivery to consumers. Those provided for in the ADR for each product
-Materials intended for the supply of service stations.
-Fuels destined for ports, airports, and seasonal bases for firefighting aircraft () for the purpose of supplying ships and aircraft. -Fuels for railway transport supply and heating oil for domestic use. Those provided for in the ADR for each product -Gases necessary for the operation of healthcare centers, as well as gases transported to individuals for home healthcare, when it is proven that they are transported to these destinations, and that transportation cannot be done on another day of the week. Those provided for in the ADR for each product () The Ministry of Agriculture, Food and Environment, and the Autonomous Communities shall communicate to the Autonomous Body Central Traffic Headquarters with sufficient notice, the location, access, and operating period of the seasonal bases for firefighting aircraft.

b) Materials That May Be Exempted by Special Authorization

Materials Conditions of Transport
-Products essential for the continuous operation of industrial centers. Those provided for in the ADR for each product
-Products with origin or destination in healthcare centers not included in section a). Those provided for in the ADR for each product
-Transport of dangerous goods to or from seaports and airports when they unavoidably have to travel on the dates subject to prohibition. Those provided for in the ADR for each product
-Pyrotechnic material. Those imposed in the authorization
-Other materials that, due to exceptional circumstances, are deemed indispensable to be transported. Those imposed in the authorization
