State Plan for Civil Protection against Chemical Risk.

1.4 Scope. – The scope of application of the State Plan is constituted by those serious accidents involving chemical substances in the form of fires, explosions, or loss of containment, in which national interest is involved.

For the purposes of the State Plan, a serious accident is understood to be any event, such as a release in the form of a leak or spill, significant fire or explosion, which poses a situation of serious, immediate, or deferred risk to people, property, and the environment and in which one or more hazardous substances are involved.

The present State Plan shall apply to accidents occurring in the transport of dangerous goods by road or rail insofar as they are not covered by the corresponding State Civil Protection Plan.
