Special traffic regulation measures during the year 2008

Resolution of February 14, 2008, from the Directorate General of Traffic, establishing special traffic regulation measures during the year 2008. Published by the Ministry of the Interior in the BOE No. 47 of 23/2/2008.

Generic restrictions are maintained:
Sundays and holidays: 8:00 a.m. – 12:00 a.m.
Eves of holidays (not Saturdays): 1:00 p.m. – 12:00 a.m.


B.2 Dangerous Goods:
B.2.1 Vehicles required to display the regulatory danger warning panels according to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), on Sundays and holidays within the corresponding territorial scope – national or Autonomous Community -, from eight to twenty-four hours, and on eves, not Saturdays, of these holidays, from thirteen to twenty-four hours, as well as on the days and hours indicated in Annex VI. In the event of two consecutive holidays within the corresponding territorial scope, the restriction will only apply from eight to three p.m. on the first day.

All this without prejudice to the temporary restrictions that may be imposed on local holidays.

B.2.2 In accordance with article 5 of Royal Decree 551/2006, on the Transport of Dangerous Goods by Road, the itineraries to be used by vehicles for the transport of dangerous goods shall be:

In distribution and delivery journeys: Journeys aimed at distributing and delivering the dangerous goods to their final recipients or consumers shall use the most suitable itinerary, both in terms of road safety and traffic flow, covering the shortest distance possible along conventional roads, to the delivery point of the goods. Ring roads, variants, or outer bypasses of population centers must be used unconditionally if available, and if there is more than one, the outermost one will be used, only entering the urban area to carry out loading and unloading operations, and always through the closest access to the delivery point unless justified by force majeure.

In other types of journeys: If the origin and destination points of the journey are included within the IMP -Network of Itineraries for Dangerous Goods- listed in Annex IV of this Resolution, vehicles transporting them must use them obligatorily on their route. If one or both of these points are outside the IMP, journeys must be made by those conventional roads that allow access to said Network by the nearest entry or exit, in order to ensure that the route on single-carriageway roads is as short as possible.

Transiting through routes other than those indicated here will require that the itinerary does not pass through or only passes through the least dangerous routes – in accordance with traffic intensity, classification, and distribution, the size of the urban center, urban configuration, and layout and regulation of the routes – and also, prior notification at least twenty-four hours in advance to the Traffic Group Subsector of the Civil Guard of the corresponding province, who will confirm, if necessary, the use of the new route.

Likewise, leaving the IMP will be allowed for journeys whose destination or origin is the driver’s habitual residence – for daily or weekly rest breaks – or for vehicle repair or maintenance operations, provided that the parking conditions specified in the ADR are met in all cases.

The provisions of the preceding paragraphs shall not apply when the transport of this type of goods is carried out in accordance with any of the exemptions provided for in the ADR due to the nature of the cargo, limited quantity, or type of transport.
