Instruction IS-35, dated December 4, 2013, from the Nuclear Safety Council, regarding the treatment of design modifications of packages for the transport of radioactive material with a certificate of approval of Spanish origin and the physical or operational modifications made by the sender of a package on the packaging used.

The approval requirements that packages and shipments for the transport of radioactive material must meet are those defined in the various international regulations for the transport of dangerous goods, applicable in Spain, such as the following, which are cited along with their provisions for insertion into domestic law:
- European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), compliance with which is referred to in Royal Decree 551/2006, of May 5, which regulates the operations for the carriage of dangerous goods by road in Spanish territory.
- Regulations concerning the International Carriage of Dangerous Goods by Rail (RID), compliance with which is referred to in Royal Decree 412/2001, of April 20, which regulates various aspects related to the transport of dangerous goods by rail.
- Technical Instructions for the Safe Transport of Dangerous Goods by Air of the International Civil Aviation Organization (ICAO), compliance with which is referred to in Royal Decree 1749/1984, of August 1, which approves the National Regulation on Risk-Free Transport of Dangerous Goods by Air and the Technical Instructions for Risk-Free Transport of Dangerous Goods by Air.
- International Maritime Dangerous Goods Code of the International Maritime Organization (IMO).
In accordance with the current editions of this regulation, at the time of publication of this Instruction, approval in Spain is required for the following types of radioactive packages:
- Type B(U) and type C packages of Spanish origin.
- Type B(U) packages approved in another country under the provisions of the editions of the IAEA Regulations of 1973, 1973 (amended), 1985, and 1985 (amended in 1990).
- Type B(M) packages.
- Packages for the transport of fissile materials.
- Packages containing more than 0.1 kg of uranium hexafluoride.
